Steam Starts Pre-Loading Bioshock

For those PC players that want to get into Bioshock as soon as humanly possible, Steam is now starting the pre-load process for the game. This way, the game will be unlocked as soon as the game is released on August 21st, 2007. Now, the only thing that they have not mentioned is when on the 21st, this game will be unlocked. Will it be midnight in each time zone or at one set time around the planet has yet to be determined.
