Making the ESRB complete every game won’t help
So the new proposed legislation is to make the ESRB finish every game before they rate it. In theory, this would prevent game developers from “hiding” content from them. That’s in theory – in reality, it won’t work. To get to Hot Coffee, someone had to “hack” the game and find the code, then activate it. Unless the ESRB is planning to learn code and thoroughly scan every bit of said code, it won’t prevent developers from getting controversial content past them.
Furthermore, as Joystiq mentions, to review every game would take a lot of time, and our games would be delayed waiting for the ESRB to finish with them.
